I expect that you will by now have seen a copy of Sir John Curle's letter of 6 July to me. This seems to meet Mr Carlin's concerns fairly fully: clearly a lot is done already for ICM in Hong Kong and the Hong Kong Government are prepared to be as helpful as possible. I do not think it would be reasonable for us to ask Hong Kong for anything more, such as specific legislation. I suggest that you pass to ICM the details in Curle's letter.
