Thank you for your letter of 4 August addressed to Geoff Barnes
who is now on leave.
I confirm that Hong Kong will be able to send a representative to attend the Western Pacific Regional Committee Meeting to be held in Manila in September this year as "alternate" or "adviser" as requested. The name and details of the officer concerned will be sent to you as soon as these are available.
As regards future meetings, we would be willing to take over the manning of the UK seat. As we see it this would be no more than reverting to the position prior to Fiji's independence, when Fiji and Hong Kong alternately manned the UK seat at these regional meetings. Accordingly, for our part, we would be prepared to go along with DHSS and ODA and assume responsibility for the 1983 session of the Regional Committee Meeting. You may rest assured that there remain officers in our service who have attended previous meetings in one capacity or another even before this year's meeting. The point about Brunei is appreciated, but this does not appear to be different from the position up to 1973 and, in any event, we assume that special points to be made or noted would be covered by a brief from you.
