Members of the region concerned and, where appropriate, on the same basis by any Members of other regions which have participated in such con- ferences.
6. Members shall pay in advance their annual contributory shares, calculated on the basis of the budget approved by the Administrative Council.
7. A Member which is in arrear in its payments to the Union shall lose its right to vote as defined in 9 and 10 for so long as the amount of its arrears equals or exceeds the amount of the contribution due from it for the preceding two years.
8. The provisions which apply to the financial contributions by recog nized private operating agencies, scientific or industrial organizations and international organizations are in the General Regulations.

ARTICLE 16
Languages
1. (1) The official languages of the Union shall be Chinese, English, French, Russian and Spanish.
(2) The working languages of the Union shall be English, French and Spanish.
(3) In case of dispute, the French text shall prevail.
2. (1) The final documents of the Plenipotentiary and administrative conferences, their final acts, protocols, resolutions, recommendations and opinions, shall be drawn up in the official languages of the Union, in ver- sions equivalent in form and content.
(2) All other documents of these conferences shall be issued in the working languages of the Union.
3. (1) The official service documents of the Union as prescribed by the Administrative Regulations shall be published in the five official languages."
