WHO: UK'S SEAT ON THE WESTERN PACIFIC REGIONAL COMMITTEE
1. We spoke about your minute of 24 September.
2. As I explained to you earlier this year, I do not think we need for the moment to trouble the Bruneis over the question of the UK delegation to the Western Pacific Regional Committee, although of course you are welcome to pursue this with the High Commission if you wish. Rather, I think we should clear our own minds first before presenting both Hong Kong and the High Commission in Bandar Seri Begawan with firm proposals. In this context, I should be grateful if you would let me know (paragraph 3 of my minute of 21 September to HKGD copied to you) if you agree with the proposal that a British Embassy official might cover Brunei's interests in 1983, and possibly
later.

You might, however, wish to pursue now with the High Commission the possibility of Brunei's becoming a member of WHO. I attach a fresh set of papers which sets out the procedures followed for Zimbabwe's accession to WHO in 1980.
