There are no particular points on Hong Kong that we would wish Mr Luce to raise at the lunch on 3 February but in view of the visit made by the Lord Privy Seal to Hong Kong, China and Japan in early January, the Secretary-General or one of his staff may ask about the future of Hong Kong and the New Territories lease which is due to expire in 1997.

Because of the sensitive nature of this subject Mr Luce, if questioned, should not go into detail. In particular he should avoid commenting on Taiwan, sovereignty and the form of any eventual solution.

The attached brief takes account of these considerations.
