OPENING OF THE HONG KONG EXHIBIT AT THE COMMONWEALTH INSTITUTE

Mr Rifkind has accepted an invitation from the Hong Kong Government Office to open the new Hong Kong exhibit at the Commonwealth Institute at 6.30pm on 12 October. As requested, I enclose draft speaking notes.

2. I also attach a copy of the programme for the evening and speech to be delivered by Sir Sze-yuen Chung CBE who is hosting the reception. Sir S Y Chung (addressed as Sir S Y') is the Senior Unofficial Member of the Executive Council, which is the chief policy making body in Hong Kong (in a sense the equivalent of a Cabinet). He led a group of Unofficials who accompanied the Governor when he visited London in September to brief the Prime Minister prior to her recent visit to the Far East. Also present at the rece p tion will be Sir Jack Cater, KBE, the Hong Kong Commissioner in London and formerly Chief Secretary in the Hong Kong Government. The Hong Kong Government Office have been responsible for organising the event.
3. Hong Kong has a permanent exhibition at the Commonwealth Institute in Kensington. The exhibit has recently been rebuilt to present a more up-to-date image of Hong Kong to visitors to the Institute. The new exhibit comprises graphics, product displays and an audio-visual presentation.

I also attach a copy of the Prime Minister's statement on the future of Hong Kong after her discussions with Chinese leaders and a digest of remarks at her press conferences.
