In an

Ilois, semi-migrant population, moved to Mauritius; process completed 1973. Territory administered by Her Majesty's Commissioner for BIOT, Head of East African Department, FCO.

Agreement signed in July of this year, full and final payment of

£4 million has been made for resettlement of the Ilois in Mauritius.

British Virgin Islands

Constitution provides for Ministerial system of Government

with the Governor retaining the usual reserved powers. No present indication of wish for independence.

Cayman Islands (Population 17,000)

Not very advanced constitutionally in comparison with state

of development. Has a membership, or embryo Ministerial, system. Cayman Islanders believe their present constitution is well suited to their circumstances and resist moves towards independence.

Falkland Islands and Dependencies

The Civil Commissioner has full powers in civil matters, but

there are Executive and Legislative Councils. Functions relating to

defence and internal security (with the exception of the Police) are exercised by the Military Commissioner acting as appropriate through

the Civil Commissioner. Overriding political issue is dispute with
