Government. This is however open to the objection that urgent action might be required during the intervals between the biennial meetings of Heads of Government. In our view, this alternative would not be a satisfactory substitute for the
proposed Advisory Committee. We would further emphasise that although the proposed Advisory Committee would, in principle, be a standing body it would nevertheless be convened only when the performance of its functions is required.

We agreed that if the recommendations contained in this Report are acceptable to Heads of Government, the establishment of the proposed Commonwealth Advisory Committee. on Human Rights could be worked out in detail by the Secretary-General in consultation with Governments within the framework of a Memorandum of Understanding or other appropriate
instrument.
