Please refer to your letter of 8 February about possible
attendance of the Hong Kong Government at the WAA.
2. I mentioned Hong Kong's request to the Secretariat some time ago but other pressure (eg. the SOW) kept me from confirming it in writing until now. A copy of my letter to the Secretariat is enclosed. They are still waiting for... confirmation from their legal office that Hong Kong can be invited in their own right. I will let you know when I receive a response but do not anticipate that there will be any problem.
