DECLARATION OF A YEAR OF PEACE AND A DAY OF PEACE

1. The General Assembly resolution declared the third Thursday of September as International Day of Peace. An International Year of Peace is to be further considered by ECOSOC next month. We voted for the GA resolution to avoid breaking the consensus, to support Costa Rica (whose initiative it is) and to placate the domestic peace lobby.
2.
International Year and Commemorative Days are a regular feature of the UN calendar and are becoming devalued. We have no enthusiasm for them generally and would not expect to do more to mark the Day of Peace than a speech at the UN. There is no need for you to take this further.
3. I attach for your information a copy of UND's reply to a similar letter to the Prime Minister.
