2. I am sure that, as you say, Hong Kong's enquiry about representation at this Assembly in their own right was not intended to have any political overtones. But, whether they like it or not, it did have political overtones and would certainly have been taken amiss by the Chinese if they had heard of it. Hence our concern that things got as far as they did before the enquiry was squashed.
