(e) Similary, the suggestion in paragraph 6(a) (iv) of the
Declaration that an institute for South Africa be created had not been included among the projects.

The ILO projects had been constructed so as to cover varied periods of time and were not necessarily to be considered for immediate implementation. They could be implemented within a time frame stretching from 1982 to 1985.
In nearly all the countries visited by the mission the governments generally supported ILO policy on apartheid and recognised the need for the ILO to implement a programme of technical assistance.
The ILO Director-General attaches great importance to this matter and it is proposed to send a mission to some of the countries in Asia and the Pacific to discuss their participation in the multibilateral programme. I should be grateful if you would let me know at a very early date whether your government would be willing to receive the proposed mission.
I might add that we would like to field this mission sometime in May 1982 so that the results of the consultations with the various countries could be presented to the International Labour Conference in June this year.
