Multibilateral support for projects in implementation of paragraph 6(a) of the updated Declaration on
Apartheid adopted at the 1981 Session of

the International Labour Conference
It will be recalled that, the International. Labour Conference at its Annual'session held in 1981 unanimously adopted the updated Declaration concerning the Policy of Apartheid in South Africa. The paragraph 6(a) of the updated Declaration, the full text of which is attached, (Annex I),; urges the ILO to increase its educational activities and technical assistance to the liberation movements, the Black_workers, and their independent trade unions in South Africa in close co-operation with the various organisations. The steps to be taken by the ILO include:

increasing resources from the ILO Regular Budget and from external scurces on bilateral and multi-lateral basis;
establishment of a voluntary fund for South African workers through contributions from the governments, employers' and workers' organisations;
· providing technical services to the liberation movements in the various fields of ILO's competence;
using existing ILO procedures including those of the Committee on Discrimination of the Governing Body to attain the objectives assigned to the ILO under its Programme for the Elimination of Apartheid; and
to encourage and extend financial support to workers' and employers' organisations in their programmes of action against apartheid..
