Keeping in mind the fact that all aging issues are interrelated and interdependent, the developmental issues should not be considered in isolation and may therefore be defined as those cross-sectional issues which consider the aging within the context of society at large. It could also indicate the percentage of national budgetary allocations for programmes on aging, Government administrative structures dealing with aging and co-operation between the Government and non-governmental organizations.

Countries are further encouraged to develop any aspects of the question of aging that are of particular concern to them.
