I do not know whether it is normal for a UK report on a subject of this nature to include material on dependent territories, nor do I know by what date such material would be required. I would agree however that it is at least doubtful whether lengthy telegrams to and from WIAD dependencies would be justified. It is also doubtful whether any could supply some of the basic data required, eg, demographic trends and projections, 1950 - 2000.
3. If it is agreed that some general reference to dependencies is required - and subject to the views of HKGD and SED I would suggest something on the following lines:-
'In the UK's dependent territories, policies and programmes for the ageing are the responsibility of the government of the territory concerned. In the time available, it has not proved possible to obtain detailed reports from territories [other than Hong Kond and Gibralter?]. In general, however, it may be said that, within available financial resources, all territories haye policies and programmes from which the ageing may benefit. A number of territories have introduced or are in the process of introducing social security schemes; others have special hospital facilities or housing schemes; and all maintain appropriate levels of health and social welfare services. Voluntary agencies make a valuable contribution to community care of the ageing.'
