Convening of pre-Conference consultations
It is the established practice of Urited Nations special con- ferences to hold pre-conference consultations immediately prior to the opening of the Conference, in order to reach agreement on recommendations on all procedural and organizational matters to
The Advisory be dealt with on the opening day of the Conference. Committee decided (decision 9 (III)) that pre-conference con- sultations should be held at Vienna on 24 and 25 July 1982.
I have the honour to invite Your Excellency's Government to be represented at these pre-Conference consultations which will be open to all participating States. These consultations will be convened at 10.00 a.m. on Saturday, 24 July 1982, at the
Hofburg Congress Centre.
The pre-Conference consultations will consider the question of the election of officers and the composition of the General
Committee: the adoption of the rules of procedure; the
adoption of the agenda and organization of work; arrangements for the preparation of the report of the World Assembly and any other organizational and procedural matters to be dealt with on
the opening day of the World Assembly.
With regard to the election of officers, rule 6 of the provisional rules of procedure provides for the election by the World Assembly of a President, two Vice-Presidents for co-ordination, 22 other Vice-Presidents and a Rapporteur-General, as well as Chairman for the Main Committee established in accordance with
rule 42.

The Advisory Committee, by decision 2 (III), recommended, without setting a precedent, the following distribution of seats on the General Committee of the Assembly:
Seven members from African States;
Six members from Asian States;
