are joined in war it is almost impossible to separate

them. Wars arise not because the UN is powerless to

prevent them, though that is usually true, but because

the ambitions and rivalries of member states prove

stronger than their respect for the principles of the

United Nations which they have solemnly subscribed to.

6. What are those principles? The first and perhaps

the most important is the refusal to resort to force to

settle international disputes. However great the

temptation the use of force must never be comtemplated

except in self-defence. Otherwise, in a world where

there is such disparity of power between nations, the

strong will inevitably batten on the weak. The laws of

international behaviour will be replaced by the law of

the jungle.

7: By an extension of the same principle, terrorism

must be outlawed too. No one would deny that in

certain circumstances it is a fine thing to fight for a

cause one believes to be just. But the kind of

bombs planted in

terrorism we suffer from today

crowded restaurants, airline passengers sprayed with

gunfire, diplomatic personnel assassinated that

terrorism can be condoned by no-one. Those who resort

to such violence merely discredit the causes for which

they claim to work.
