The Committee of 24 was in fact established in 1961 by Resolution 1654 (XVI) but did not take over the functions of the Committee on Information from Non-Self-Governing Territories until 1963 (Resolution 1970(XVIII). Therefore delete Following its establishment in 1963'' and put ''Following the dissolution of the Committee on Information from Non-Self-Governing Territories in 1963

Delete all and put 'Legal Advisers thought that if the General Assembly approved the Committee of 24's report, including the recommendation on Hong Kong, this would imply that the General Assembly would also consider that Article 73(e) was no longer applicable to Hong Kong. '

At the end of the second sentence insert of the General Assembly''. It is worth pointing out that this issue was not referred to the Fourth Committee but went straight to Plenary. Furthermore, the UK did not partic- ipate in the Committee of 24's deliferations between 1971 and 1974 and any discussion of Hong Kong under their auspices would have been doubly unwelcome.
