Thank you for your letter of January 12 enclosing a copy of the instructions which you have received from Brussels about BC reports.
As you know, I see difficulty in my contributing to any paper which comments on the administration of Hong Kong given its special political relationship with the Government of the United Kingdom.
I am however consulting the Foreign Commonwealth Office in London and will write to you again as soon as I have received a roply.
