You may recall correspondence last year about Hong Kong's position vis à vis the European Community which resulted (thanks to your draft) in our teleletter of 9 November 1981 to BTC, Hong Kong.

2. Derek March has now been obliged to write again to seek advice on this subject. following an approach by his Belgian colleague. Robin McLaren has written to support his view.

Like McLaren I too find the wording of Mr Collins' circular rather odd. Surely Hong Kong can be fitted into one of the categories of exceptions? I should be grateful for your early comments and for guidance on the line Mr March should take with his Belgian colleague. May I leave you to consult W ECD(I) as appropriate?
