Further to my letter of 21 January, I now enclose a copy of a note which has just arrived from the Presidency of the Council in Europe for distribution to Information Officers of Member States in Hong Kong together with a booklet entitled "Information on the European Community" produced in Brussels in 1981.

As you will see the note is dated 16 December but reached us only yesterday. I have two options; either to distribute copies to my EC colleagues as requested or to pass the package to my Belgian colleague for distribution. Either course would stimulate further interest in the development of a reporting role for EC representatives in Hong Kong and I am reluctant to proceed while we await a further ruling from you on the request initiated by
M Tindemans which I forwarded under cover to my letter under reference.
3. For the time being I shall suspend action but I might perhaps make the point that it could be doubly embarrassing for me to have to undertake an information role on behalf of the Community in Hong Kong when my terms of reference prevent me from taking parallel action on behalf of the United Kingdom.
4. Finally, it seems odd that the decision to send the information note to Hong Kong was taken while the United Kingdom held the Presidency.
