Provisions relating to the procedure for dispatch and use of reports prepared by the Commercial Counsellors
of Member States serving in non-member countries
I. Regular reminder of the directives to be given to Commercial
Counsellors
The directives set out in Annex I shall be sent out by the Presidency to the Commercial Counsellors as soon as they are adopted by the Council. At the start of each Presidency, a regular systematic reminder of these directives shall be sent through the Council's General Secretariat to all diplomatic missions in non- member countries of the country holding the office of President.
II. Procedure to be followed in Brussels on receipt of the reports
As soon as a report arrives in Brussels, it shall immediately
be dispatched to the Secretariat of the Council. The Secretariat shall see that the report is immediately distributed to the Member States' Permanent Representations and, for information, to the Commission. Reports shall be drawn up in one of the Community languages and the Secretariat shall communicate the text in the other Community languages as soon as possible.
If no observations have been made within 14 days of the date on which the Permanent Representations receive a report in the language in which it was prepared, the report shall be considered official. The Commission shall declare that it will take no account of the
report during that period.
