As soon as possible after the report has been drafted two copies must be sent to the Permanent Representation in Brussels of the country holding the office of President. Whenever possible, two copies of the documents attached to the report should also be sent.

The Commercial Counsellors are asked to make arrangements, wherever possible, to use Belgian diplomatic bags to send their reports to Brussels, or, where appropriate, the official post-bag of the Commission delegation, which could be used by the Embassy of the Member State holding the office of President of the Council (1).

After the period required for approval of the report has elapsed, the Commercial Counsellors will receive an acknowledgement informing them whether, and from what date, the report shall be considered official. Until that date the Commercial Counsellors and the Commission delegation shall consider there to be an embargo on ühe use of the report.

Requests from the Commission for ad hoc reports or further particulars shall be forwarded by the Presidency to its own country's Commercial Counsellor, who shall convene his colleagues from the other Member States so as to consider jointly what action might be taken in response to the Commission's requests.

The replies to these requests shall be dispatched in accordance with the procedure indicated above for the reports.

In view of these arrangements, it was requested that only the reports and their appendices be sent in this manner.
