comments or critical assessments. These comments shall be
considered confidential whenever they refer to confidential
documents.
In addition to the annual general report, the Commercial Counsellors shall compile, either on their own initiative or at the Commission's request, ad hoc reports on matters of current interest of particular significance to relations with the Community. The Commercial Counsellors shall examine with particular care the degree of confidentiality of these
reports.

When selecting the subjects of the reports to be drawn up on their own initiative, the Commercial Counsellors should take account of the potential operational value of these reports to the Commission, particularly in connection with the preparation and conduct of negotiations between the Community and the countries concerned and the framing of Community policy. It will be remembered that the Commission has in the past stressed its hopes that there will be a tendency for the Commercial Counsellors to prepare short spontaneous reports on subjects of current interest.
