2. I sympathise with your views about Hong Kong's status. However, as is made clear in my letter to Derek March, we do have a problem because at the time of our accession to the Community Hong Kong was deliberately excluded from any of the special relationships with the Community which the dependencies of EC Member States normally enjoy under the EEC Treaty and associated documents. Hong Kong does therefore stand in the same relation to the Community as a third country. In these circumstances, I think the solution I have suggested in my letter to Derek March is probably the tidiest and least complicated way of dealing with this problem.
