3. With regard to Diplomatic Service officers at Headquarters British Forces and Police Headquarters, your responsibilities are confined to accommodation and other common services in accordance with Diplomatic Service Procedure.
4. You should also give any necessary advice and guidance to other members of the Diplomatic Service seconded to Hong Kong Goverment, e.g. the Political Adviser and his Diplomatic Service staff and the Communications staff at Government House, on matters affecting the terms of their secondment to the Hong Kong Government. You have, however, no formal responsibility for these officers and any support for them should be co-ordinated with the Government Security Officer of the Hong Kong Government Security Branch.
5. You should at all times maintain close contact with the Governor and the Departments of the Hong Kong Government.
6. You should further note that your Commission should not be used as a formal channel of communication between HMG and the Hong Kong Government; nor is it a part of your task to report on Hong Kong Affairs other than those falling within the functions described in (a) (d) in paragraph 1 above.

While you should, in line with the objectives already defined, do what you can to promote a better understanding of Britain's economic situation and policies, you must avoid acting as spokesman on matters at issue between HMG and the Hong Kong Government. You should therefore cultivate close working relationships with the Hong Kong Government Information Services in order to ensure that the British point of view is presented as favourably as possible within the Colony. If it should at any time be thought desirable for you to make a public statement on a bilateral issue which cannot be made by the Governor himself, it is essential that this should be agreed in advance with Hong Kong Government.
8. In your capacity as [HM Consul] for the Portuguese Colony of Macao, you, together with your two [Vice Consuls] for, that territory, are responsible for HMG's consular as well as commercial relations with the Colony.
