the Prime Minister may wish to explain to Dr Kohl her
view that the Economic Summit should be brought forward
With unemployment rising in both countries Dr Kohl
may float his thoughts on the need to concert action
within the Community, particularly as regards youth
unemployment. The Prime Minister may wish to give the
Federal Chancellor her impressions on her visit to Japa
and in particular on the prospects for a change in
Japanese trading policy. She might also stress the nee
for a constructive but realistic approach by the EC to
the GATT ministerial meeting.
Transatlantic relations
Ministers. will wish to discuss the prospects for puttin
transatlantic relations back on a more even keel.
Chancellor Kohl will be seeking the Prime Minister'ss
views on how he should handle his visit to Washington
mid-November. We should stress our willingness to play
a leading role in bridge-building, while reaffirming ou
support for European positions on the substance of many
current issues in dispute.
(d) East/West Relations

Ministers will wish to exchange views on the presents
state of East/West relations, particularly in the light of recent events in Poland, and on the prospects for th
Madrid CSCE review meeting, when it resumes. Chancell
Kohl will explain his adherence to 'genuine' détente and to the need for dialogue with the Eastern bloc, although his opposition to Russiansadventurism. and the: interference in the internal affairs of other states is
in no doubt. We shall wish to stress our common:
perception of Soviet behaviour, while reassuring the
