It would be easier to achieve this end publicly because
of Community requirements. As well as perhaps tackling
such products as meat, milk and cereals, Portugal would
welcome early discussion of the guidance section of the
CAP, so that the Portuguese could know on what
resources they could count and within what
framework.
Mr Hannay said that the UK had pressed in Brussels for
early discussion of all individual products except for
fruit and vegetables and olive oil on which no
agreement had been reached.

Portugal took 90% of its imports from the USA.
Adopting a Community regime would add some 80% to the
