Dr Marta suggested that the talks should cover
first subjects outstanding in those chapters of the
accession negotiations which had been largely completed
and second the chapters not yet started.

Dr Marta said that in the ECOFIN chapter, it
was a point of principle for Portugal that they should
be given a date for inclusion of the escudo in the
calculation of the ECU. Under external relations the
