Mr Byatt listed the various projects underway. Since

Minister Bayao Horta favoured a framework for the

commercial exchanges, it had been decided that after

Lord Cockfield's visit to Lisbon in October, he would

be followed by specialists in the automotive,

processing and electronics industries.

Dr Salguiero said that the decision to apply

for membership of the Community had been political and

not economic. Membership would help maintain

democratic stability in Portugal and Portugal hoped to

offer the Community its experience in Africa and some

countries in Latin America. Mr Hannay asked whether

Angola and Mozambique would join the Lome Convention.

Dr Salguiero said that the Portuguese had been

pressing them. Whereas originally both had said no,

their viewpoint was coming around to 'maybe', not only

as regards Lome but also the IMF and IBRD. Angola

would be interested in particular if there was a

settlement on Namibia.
