Dr Salquiero asked how the enlargement
negotiations would progress? Mr Hannay said that
accession negotiations were always protracted and
difficult, even with a good economic climate. The
French position was not the only complicating factor.
The applicants had to keep pushing. The Community had
a genuine commitment to enlargement, which would go
forward unless there was internal disintegration. The
UK had a firmly constructive attitude. We had made it
plain from the outset that the only substantial problem
for us in relation to Portugal would be the question of
textiles and a solution had now been reached on this.
