HEADS OF MISSION CONFERENCE, BANGKOK 13/14 DECEMBER

1.

Although I understand that final approval for Lord Belstead's journey is awaited from No.10, I think we should not delay any longer the despatch of a telegram to the Heads of Mission themselves, calling on them to assemble in Bangkok for the Conference.

2.

The draft seeks to take account of the competing calls on the resources of the Embassy in Peking and of POLAD in Hong Kong. It suggests that Sir Hugh Cortazzi should send a representative. It will mean that the post in Hanoi would have to be left in the charge of the Administration Officer for a short period but this is no more than will in any case happen during the interregnum when Mr Roberts will be away in Bangkok for the best part of a week on a bag run. Mr Tonkin has no qualms about that and nor have r.
