VISIT BY LORD BELSTEAD TO SOUTH EAST ASIA

1. Lord Belstead is to chair a Heads of Mission Conference in South East Asia. The conference will be held in Bangkok on 13/14 December; Lord Belstead will visit Hong Kong before the conference and Brunei afterwards.

2. I shall be grateful if departments would prepare briefs according to the schedule set out in the annex to this brief. Briefs should be set out in the usual form, Points to Make/ Essential Facts, unless the briefs are for background use only. I should be grateful if ODA would provide notes on British aid to Thailand which can be incorporated in the Thai country brief. Similarly, I should be grateful if Defence Department would provide notes on UKMTAS for Thailand. Also, I should be grateful if ERD would provide contributions on commodities such as tin and rubber which can be incorporated in the Thai brief.

3. Briefs should reach Mr Hope of this department (room W 86A) by close of play on Monday 29 November. Contributions sent earlier would be very welcome. We would like to submit as many as possible of the briefs to Lord Belstead in his weekend box. It would be very helpful therefore to have briefs by mid-day Friday. HKGD will prepare separate briefing for Lord Belstead's visit to Hong Kong.

4., Briefs should be headed Lord Belstead's visit to South East Asia: December 1982. They should carry the appropriate title and brief number as set out in the attached schedule. Briefs should be typed in final (other than contributions for insertion in other briefs) without classification (they will be reproduced by the Document reproduction centre on paper marked confidential). Briefs should be typed on white paper throughout.
