Macau

11. Sir Julian Bullard commented on the talks with Ching over the future of Hong Kong. He said that the Portuguese had already had experience in this field, in their relations with Ching over the status of Macau. Ambassador Vaz Pereira said that there were considerable differences between the cases of Macau and Hong Kong.

Hong Kong was a colony, and its status was defined by treaties. Macau's existence had never been confirmed by treaty, and that . was why Portugal described Macau as 'a territory under Portuguese administration' in the Constitution. The Portuguese however had no evidence to suggest that the Chinese wished to reopen the subject. When Huang Hua had visited Portugal earlier in the year he had not mentioned Macau to the Government.
