Article 61 -1. The territory of Macao can only raise loans extraordinary application in economic development, amortization of other loans, indispensable increase of its property, or imperative needs connected with security or public salvation.
2. Without prejudice to the provisions of the preceeding paragraph, the territory of Macao may raise internal loans and those external loans not requiring special guarantees, and also carry out other credit operations. External loans requiring special guarantees are subject to previous authority of the Government of the Republic, to be granted by means of a decree-law.

The territory of Macao may also obtain, by means of a floating debt, the necessary loans to take the place of the normal revenues of the current financial year, at the end of which the relevant settlements must have been effected or settled by the Treasury from its own coffers. 4. Macao's bank of issue will act as banker for the territory's
Government.
5. The territory of Macao cannot reduce to the detriment to the bearers of securities, the capital and interest of its funded public debt, but it can onvert such debt under the terms of the law.
Article 62 - 1. Debits arising from deposits made in the Treasury coffers in the territory of Macao, or with credit establishments belonging to it, cannot be the object of forced consolidation. 2. The following may not be forfeited:
a) The rights of the public treasury and credit institutions, which the Governor may declare to be past or future debts of the territory
of Macao;
b) The rights enjoyed by the territory of Macao as a result of credits with the credit institutions mentioned in the previous paragraph.
Article 63 - 1. The territory of Macao may grant guarantees in. connexion with internal or external credit operations carried out by public institutions or private companies with head offices in that territory, whenever the finance involved is intended for schemes or projects of acknowledged interest for its economy, or whenever its participation in such schemes
