The financial administration of the territory is
established plan.
2. The budget will be unitary, and it will take into account all revenues and expenses, including those relating to autonomous funds and services, special detailed accounts of which will be published separately in accordance with the law.
3. The budget must make provision for the revenue required to cover the expenditure.
Article 57 -

The budget will be drawn up and enforced annually
on the Governor's orders, under the terms of the law.
2.
Whenever for any reason it is not possible to enforce the budget at the beginning of the economic year, the collection of the revenues established under pre-existing legislation will continue for an indefinite period of time or for a period which includes the new financial year while with regard to ordinary expenditure, the budget of the previous year and the credits approved during the same period will remain in force provisionally, in twelfths, to deal with new permanent expenses.
Article 58 1. The revenues of Macao are those indicated in the legislation in force, or in those diplomas which may be published by the territory's legislative bodies.
2. The following constitute revenues of the Republic of Portugal in the territory of Macao:
a)
Taxes, income or participation in income arising from co-partnerships in services, developments or concessions which are paid for by the Republic or the costs of which it may meet as a result of guarantees provided by it;
b) The interest due and amortization of the financial assistance rendered to the territory.
Article 59 - Only those revenues may be collected that have been legally authorized and indicated in the budget, except any created or
authorized at a later date.
