Article 31 - 1. It is the duty of the Legislative Assembly:

a)

To draw up laws on all matters concerning exclusively the territory of Macao and which, in terms of constitutional laws, are not reserved for the organs of sovereignty of the Republic, and also to interpret, suspend and revoke such laws;

b) To grant legislative powers to the Governor;

c) To see that constitutional and other laws are complied with in the territory, and to provide for consideration by the court concerned of the constitutionality of any laws passed by the territory's bodies; a) To define illegal actions subject to penal sanctions in accordance with the territory's political and social conditions, except in the case of penalties exceeding eight years' "prisão maior", which it will not have the power to order;

e) To create new categories or designations of functions, and alter the tables defining such categories, and establish the salaries and other forms of remuneration of cadres:

To establish the territory's administrative division;

To approve the general bases of the legal system of local administratio

To establish the legal system of relations between the territory's bodies of central and local administration;

To establish the conditions in which administrative bodies can

be dissolved by the Governor;

j) To define the system of concessions falling under the territory's higher authority;

k) To define the main characteristics of the territory's taxation system, by establishing the application and rate of each tax, and defining the conditions under which exemptions and other fiscal benefits may be granted; 1) To approve the bases of the general plans of economic development of the territory;

To define the general guide-lines of the social, economic and financial policy of the territory;

n) To authorize the Administration, before 15th of December each year, to collect the territory's revenues and meet public expenses in the following financial year, by defining in the decree granting the relevant authority the principles to which the budget will be subject as regards that part of the expenses the amount of which is not determined in accordance with the law or previous contracts;
