3. The Council will meet whenever it is called by the Governor, on its own initiative or upon the request of any of its members.

The Governor may invite any one to attend any of the Council's meetings, but without a right of vote, should he consider that his specialized knowledge may constitute a useful contribution.
SECTION III On the Legislative Assembly
Subsection I
Composition
Article 21 -

The Legislative Assembly is comprised of seventeen Deputies, to be appointed from among the citizens with a right to vote in the following
way:
a) Five to be appointed by the Governor from among residents of well-known prestige in the local community;
b)
Six to be elected by universal direct suffrage;
c) Six to be elected by indirect suffrage.
2. The Assembly will elect from among its members, by secret ballot, and by a majority of votes, a President and a Vice-President, the former being entitled to delegate the presidenty to the latter; delegation of the presidency will be considered to have taken place whenever the President does not attend the meetings of the Assembly.
Universal direct suffrage will be exercised through committees of
candidature or civil associations.

The purpose of indirect suffrage is to guarantee the representation of interests of a moral, cultural, welfare and economic nature in the Assembly.
5. The conditions of eligibility and appointment of the members of the Assembly, the electoral census, voters' requirements, the form of elections, and the date on which the elections are to be held will be established in a legal diploma to be issued by the Government of
Масао.
Article 22 - 1. The Deputies' mandate will last for a period of three years, which cannot be extended, and which will start from the date of the first session.
