Thank you for your teleletter SCR 13/4841/59 of 2 December with comments on my Macau paper. It is a pity that they were not received in time for inclusion in the paper.

2. As far as A) (my para 7) is concerned, you evidently have not seen a minute from Alan Donald to Dick Clift of 5 October, reporting a recent conversation with the Portuguese Ambassador in London, from which I drew the information on the secret clause. The minute was copied to the Governor.

3. Your point B: The reference to Chinese domination as having receded was taken from a paper sent to the FCO by the former Political Adviser. I agree that Chinese influence over Macau is now exercised with greater discretion, but think it is still fair to say that domination has receded since the interference at the height of the Cultural Revolution. I go on to say that China's ability to influence events remains great.

Thank you for the information on the progress of Canton/Shenzhen/ Zhuhai highway project, which is helpful background. It will be useful to have an up-to-date list of the Government Secretariat from you in

du course.

5. In your other teleletter of 2 December to Mr Hoare you ask about public indications of Chinese opposition t the proposed macau reforms. The Governor of Kacau in his interview with the Diario de koticias on 26 February this year did in fact say that the PKC had opposed the proposals put forward in 1980. I attach a copy of a section of the article (we do not have the entire text). paragraph (sidelined) reads:-
