1. We share Sir J Thomson's dissatisfaction with the statement
to the General Assembly on 4 October by Foreign Minister
Huang Hua. We agree that you should take this up with the
Chinese in a way which you judge appropriate in present
circumstances, particularly the current discussions on
Hong Kong. You will wish to make a point of referring to
the offensive reference to the strong bullying the weak
(suppressed in the NCNA version but confirmed in the official
UN record), a particularly inappropriate allusion to the
Argentine invasion of the virtually defenceless Falklands
particularly so soon after the Prime Minister's visit to China when the Chinese side did not raise the question, and
the considerable opposition in sections of the Non-Aligned Movement towards Argentina's position and support for our own,
