Although
their contracts specify that they accept that they
may be sent anywhere, including on active service,
it is unfortunate that these terms are different from
those of RFA seamen recruited in Britain who are, where
possible, given the opportunity to opt out of war
service.
The draft answer therefore says that a special request to
the Governor would be inappropriate. It does, however,
include a tribute to the contribution made by Hong Kong personnel
in the South Atlantic. We know from Hong Kong Telno 668 that
Hong Kong believe that specific reference to 'bravery' might look
out of place but in the circumstances I think that the suggested
wording is the least that we could offer.

Nevertheless, it would still be far more satisfactory from
Hong Kong's and HMG's point of view if Sir Anthony could be
persuaded to withdraw his Question. If he were told some of
the background about the employment of Hong Kong seamen,
sure that he would understand the difficulties.
