thus failing to invite some members whose support ha
been very real and including others who have not
supported us.
Depending on the Ministers' decision, I shall draft an appro-
priate reply for the Secretary of State to send to Mr Nott's
minute to the Prime Minister.
Background
3.
A service of Thanks giving and Remembrance will be held
in St Paul's Cathedral at 11 a.m. on 26 July. Its provisiona
title is The Falkland Islands Service of Thanksgiving and
Remembrance.
Ministry of Defence have reserved 100 seats for
members of the London Diplomatic Corps, including wives.
4. The attitudes adopted by other countries over the
Falklands conflict have ranged across the entire spectrum,
from outright support for the United Kingdom, such as New
Zealand, to outright opposition to us and support for Argenti
such as Panama. At Annexes A-C are classified all countries
which are represented by Ambassadors/High Commissioners in
London into whether they supported us clearly and publicly,
were ambivalent, or opposed us. Any such classification runs
into problems over border line cases. However, virutally all
the countries have been lobbied extensively by both sides ove.
the course of the conflict and have in almost all cases
declared themselves by their actions. Annex 'A' lists those
countries currently represented in London by Ambassadors or
High Commissioners which gave us positive public support;

or which were in some ways helpful but in other ways unhelpful
