FALKLAND ISLANDS SERVICE OF THANKSGIVING AND REMEMBRANCE Fack

1. I have this morning seen Mr Jackson's submission of 13 July.

2. I recognise the difficulties, but would seriously question the approach suggested. It seems to me likely to lead to the maximum embarrassment for a large number of people, both on the British side and among the Diplomatic Corps.

An alternative approach might be to send out a circular to all diplomatic missions, and to other appropriate persons such as the Commonwealth Secretary- General and the London representative of the European Commission, saying that this Service is going to be held on 26 July, that a limited number of seats will be available for Heads of Missions in London and persons of equivalent standing, and that any Head of Mission who would welcome an invitation is requested to inform the Protocol Department without delay.

This approach would have an effect of throwing on to the ''delicate'

''delicate'' countries theresponsibility of whether to seek invitations or not. This strikes me as better than taking on ourselves the invidious task of selection.

5.

I hope it is not too late for this variant be considered, notwithstanding the early discussion in OD(SA).
