since the Commission was consistenly constructive and
positive over the Community's sanctions; the
representative in London of Hong Kong, since Hong Kong too applied economic sanctions; and the representative in London of the Cayman Islands, since the Cayman Islands have contributed a substantial sum to the
South Atlantic Fund. Their wives should also be
included.
This produces a list of 36 representatives of other
countries.
I have considered whether we should also invite the
representatives of Senegal, Gambia, Sierra Leone and Portugal, because of the assistance which their countries gave over staging and refuelling of aircraft and ships
going to and from Ascension. This is a difficult
decision. But if we include them, it would be hard to exclude countries like Kenya which spoke out strongly in our support at the UN. On balance, I think that the risk of causing offence to those not invited, and the difficulty of defending our criteria if other missions make enquiries, argues for their exclusion.
For your convenience, I attach a list of the names of the various representatives. I should be very ready to offer assistance over arranging the placing of the guests.
