1. We spoke about my minute of 7 April. We have amended the answer to the question about 'handing back' Hong Kong to delete the word 'No'.

Mr Burrows has commented on the draft answer to the first question. He is unhappy about drawing attention too precisely to the various Treaties because in his view sovereignty in such cases does not rest solely on Treaties and also because there may be detailed points (eg on the precise boundary of the southern Kowloon peninsula) to which we should not wish to attract attention. I see the problem over this but I think that we may not be able to avoid talking about the Treaties if pressed. The amended draft answer therefore uses a form of words suggested by Mr Burrows with a supplementary for use only if pressed.
3. We agreed to add a question and answer on the implications of the decision to admit Falkland Islanders (whether with right of abode or not) to the UK. This has been added to the main draft.
