To acknowledge the immediate action taken by the Hong Kong

Government to order the departure of the Argentine Consul-General

and to ban imports.

Recommendation

2.

I recommend that Lord Belstead telegraph the Deputy

Governor expressing HMG's appreciation of Hong Kong's action.

I attach a draft. SAMD agree.

Background and Argument

Immediately the Hong Kong Government learned that HMG

required the Argentine Consul-General in Hong Kong to leave the

Territory, they told him to do so within 7 days. When we subse-

quently asked them to ban imports from Argentina, they introduced

the necessary legislation at the earliest opportunity.

This swift response deserves to be acknowledged and it

seems appropriate for a Minister to do so personally.

I suggest

this should come from Lord Belstead, who has responsibility for

Hong Kong.
