1. We spoke. Since Mr Eásy is well known to us and much of Mr Messias's letter concerns Hong Kong we agreed that this Department would take responsibility for submitting a draft to the PUS.

A first attempt is attached but I should be grateful if in consultation as necessary with your colleagues in the Emergency Unit you could contribute a paragraph on the Falklands to be included before the passage on Hong Kong.
3. I imagine the final draft will have to be submitted through both Mr Donald and Mr Ure.
