9. Measures to

Control Traffic Congestion

Purpose

To develp measures consistent with White Paper Policy to reduce congestion on the roads by reducing the rate of growth in numbers of private vehicle to 5% p.a.

(a)

Progress Made & Present Position

Since the implementation of the fiscal measures on private cars in May 1982 registrations have dropped from 218,570 to 216,199.

Next Quarter Targets

(a) To continue to monitor

developments and

consider other restraint measures.

Ferry Services Ordinance and Franchises and Development of Ferry Piers

Other measures for limiting usage are being considered.

(c) Drafting instructions have been

issued to AGC to exempt disabled drivers from FRT, and to close a potential loophole in the FRT Ordinance.

To formulate new legislation for the control of ferry services and to negotiate franchises with the two ferry companies.

Submit draft Bill and regulations to ExCo for approval.

Ferry Services Ordinance was enacted and became effective on 15th June 1982.

Discussions on franchises are still taking place.

(i) Star Ferry Franchise is nearing agreement.

to ExCo on HYF's

Jubilee Street proposals.

(ii)

HYF wants to link pier

development with Franchise.

Existing arrangements will have to be extended.

HYF have requested a significant reduction in the scope of their pier development programme, together with revised terms for their funding and development of Jubilee Street Ferry Pier

on pier development with HYF.
