Junk Bay Development Study
Purpose
(a)
Draft outline development plan and programme for Junk Bay New Town; Identification and detailed planning of an initial development area in the new town; strategic guidelines for recreation, conservation and urban development in the hinterland; (b)
and data on population capacity and development costs for input to territory
wide strategic planning.
Progress Made & Present Position
The Junk Bay Study was completed during the previous quarter and its findings were strongly supported by TPCC.
The
A paper to LDPC prepared by L & W Branch, however, emphasized the morits of holding up a decision on the scale of development so that Junk Bay could be a LUTO "variable". This view was accepted by LDPC. LDPC decision was endorsed by ExCo and although detailed planning and design work for the initial stages of the New Town and for the proposed MTR link has been authorised, the scheme will be reviewed in mid- to late-1983 for a decision to be made on its final scale of development. FC approval has been obtained for a contingent liability of $15.7 million in respect of the MTRC's proposed participation in this planning and design work.
Next Quarter Targets
(a) Hold in abeyance the
ExCo paper seeking approval for the
provision of the
proposed Junk Bay MTR, pending the review.
(b) Inform MTRC formally of the decision.
(c) Continue to attend
Steering Groups, etc., as necessary and monitor progress.
