To electrify the KCR in conjunction with a programme of capital works to improve the carrying capacity of the railway.

Progress Made & Present Position
The Executive Council approved charges of $420 p.a. for closed road permits for private cars and $360 for goods vehicles and coaches, 84 permits for private cars have been issued to businessmen with interests in the SEZ and 8 return permits are under consideration.
The Shenzhen authorities agreed at the Review Meeting in October to abandon the shuttle train proposal at Lo Wu Station. A Special Working Group will present counter proposal to the Shenzhen authorities at a joint meeting to be held on
3 November 1982.
The new bus terminus at Sha Tin Station was opened in late Angust. Passenger volume at this Station has increased by 20% since then. The daily patronage figure for KCR reached 78,000 daily passenger- journeys in the third week in October.
The special (electric) service to the Sha Tin Jockey Club Race Course has been popular, taking some 15,000 passengers on racing days.

Po Market is scheduled for April 1983
